د هلمند ولايت ښاري ابتدائیه محکمې عمومي رئیس محترم مفتي فضل الرحمن (فضلي)؛ په ۱۱/ ۷/ ۱۴۴۷ هـ ق نېټه د جزا او ترافيکو دېوانونو د مفتي صاحبانو په ملتيا، د یاد ولايت له مرکزي زندان څخه لیدنه وکړه.
د ليدنې په پيل کې یاد پلاوي د زندانیانو احوال واخیست، د هغوی ستونزې یې واورېدې، کومو بندیانو چې ستونزې درلودې یادداشت شوې، ترڅو وروسته له اړونده دېوانونو سره شریکې شي.
د ليدنې په دوام د یاد پلاوي لخوا د بندیانو د اوسېدو د ځای، خوراک او څښاک معلومات وشول او د زندان مسؤولينو ته لازمې سپارښتنې وشوې.
