Chief Justice and head of the Supreme Court Traveled to Nimroz Province

On Tuesday, 17th Shawwal al-Mukarram, 1446 AH, His Excellency Sheikh Abdul Hakim Haqqani, the Chief Justice and head of the Supreme Court, paid an official visit to Nimroz Province accompanied by a delegation..
During his visit, His Excellency met with the head of the Appellate Court of Nimroz, heads of primary courts, judges, muftis, judicial clerks, Sheikh Mohammad Qasim Khalid, Governor of Nimroz, Sheikh Abdul Rahman Mo’tasemi, Head of the Ulema Council, and senior officials from intelligence, Amr-e-Belmarof and Complaints Department, and the Police Command.
Mufti Abdul Khaliq Muhammadi, head of the Appellate Court of Nimroz, welcomed the Chief Justice on behalf of the entire judicial staff. He briefed His Excellency on the performance of the judiciary in the province, the condition of detainees in the central prison, and the ongoing coordination between judicial institutions and local government authorities.
In his address, the Chief Justice emphasized the importance of strong cooperation between appellate and primary courts, both in judicial and administrative matters. He urged primary courts to resolve incoming cases in accordance with Islamic Sharia, established procedures, official decrees, and Supreme Court rulings to ensure their decisions are upheld by higher courts.
His Excellency further stated that appellate courts should annul lower court rulings only in cases of significant legal or administrative flaws. Minor deficiencies should not result in the reversal of verdicts, in order to avoid unnecessary inconvenience for litigants. He also advised judicial staff to treat litigants and court visitors with respect and to offer proper guidance when needed, in accordance with Islamic principles.
The Chief Justice highlighted the shared responsibility of judges and muftis to thoroughly investigate and understand each case before issuing a ruling. Noting that many citizens live in remote areas and may lack knowledge of legal procedures, he urged judges to exercise kindness and patience in their interactions, rather than anger.
Furthermore, His Excellency advised courts to maintain constructive relations with military and civilian institutions. When military authorities bring a suspect to court, judges must inquire about the nature of the charge, the circumstances of the arrest, and gather complete and transparent information from the arresting officer. Judges should then conduct their own investigation before issuing a verdict.
Regarding the release of suspects, the Chief Justice instructed that if, after a full investigation, a suspect is found innocent, the court should not release the individual without issuing a formal judicial order declaring their innocence. This procedure will foster trust with security agencies and enhance cooperation between judicial and enforcement bodies.
At the conclusion of the meeting, the head of the Appellate Court of Nimroz Province assured the Chief Justice that cases are being addressed promptly, coordination among judges is strong, and every effort is being made to resolve legal matters efficiently and justly.
It is worth mentioning that during this trip, the Honorable Chief Justice were accompanied by Honorable Sheikh Khair Jan (Khairkhwah), Deputy of Military Affairs of the Supreme Court, Honorable Mufti Abdul Rashid (Saeed), Director General of the Secretariat of the Supreme Court, and Honorable Mawlawi Mohammad Jummah (Faizani), Head of Planning and Policy of the Supreme Court.
