Supreme Court’s Capacity Building and Performance Appraisal Directorate The Capacity Building and Performance Appraisal Directorate (CBPAD) was added in the organizational structure of judicial power in 1395. The CBPAD with the above organizational structure has started its operations in order to build the capacity of Supreme Court’s non-judicial staff (Administrative/operational staff) and to coordinate the performance appraisal of judicial and non-judicial staff at center and provinces. Since its establishment, the CBPAD has performed considerable activities and successful achievements. Below are the major activities performed by the directorate: 1- Formulate, prepare, finalize and operationalize the human resources strategy in cooperation with the World Bank based on the judiciary policies, and cooperate in formulation of the judiciary action plan. 2- Conduct employees training needs assessment in all central directorates as well as central and provincial courts. 3- formulate a five-year training plan (capacity building strategy) based on results of the training needs assessment and employees’ job descriptions. 4- Computerize the performance appraisal and capacity building activities and create official e-mail addresses for SC’s central divisions (Dewans) and directorates as well as 34 provincial appellate courts in cooperation with the IT Department. 5- Ensure the development of annual operational/action plans by individual non-judicial staff recruited through new Pay and Grading (P&G) system, formulate a scoring guideline and share it with SC’s central directorates and 34 provincial appellate courts. Also, manage and coordinate the annual performance appraisal of non-judicial staff recruited via new P&G based on their job descriptions, annual work-plans and performance reports and processing their promotions to higher steps in accordance with the enacted guideline and procedures. 6- formulate procedures for reforms, merit based recruitment of non-judicial staff and judicial performance appraisal in accordance with the judiciary policies and provisions of the judiciary chapter of the Constitution. 7- Design and implement training programs according to the five-year training plan. 8- Conduct needs assessment and formulate detailed capacity building plan for the judiciary officials in cooperation with Adam Smith International and World Bank’s Afghanistan Justice Sector Development Project (AJSDP). 9- Work towards attracting donors’ support in the training areas and implementation of the Directorate’s action plans with their technical and financial support. 10- Establishment of a training research center to conduct researches for the effective implementation of professional, management, computer and English language training programs with the financial support of USAID’s ADALAT project.
