Research and Studies General Department

Established pursuant to the provision of article 23 (3) of the Law on Organization and Jurisdiction of Courts of the Islamic Republic of Afghanistan, the Research and Studies General Department operates under General Administration Directorate of Judiciary. According to its TOR, Research and Studies General Department undertakes the following duties:

  • Performs research on the court and disciplinary cases of judges and administrative staff of Afghan judiciary, about which the Judicial Investigation Department expresses its view. Our judicial researchers scrutinize the cases and provide their expert viewpoints to the senior management of Afghan Judiciary. Also, this department provides expert comments and viewpoints, in light of laws, on requests for guidance referred to this department by high council of the Supreme Court.
  • Operating under this department, Scrutiny and Resolution Commission on Requests for Guidance explores solutions, in light of Sharia and prevailing laws of the country, for controversial judicial cases and presents the same to the high council of the Supreme Court.
  • It works towards complementing the judicial cadre by launching judicial stage programs. It is also responsible for coordinating short term judicial courses and trainings for judges supported through government and international donors. These courses enhance the professional capacity of participants and provide them with a platform to exchange knowledge and experiences.
  • Carries out research about underlying causes of civil , public and commercial litigations and submits the results to Supreme Court senior management.
